TCSO Detectives Arrest Three During Investigation Into Drugs Being Brought into Jails

Three individuals have been arrested by detectives from the Tulare County Sheriff's Office during an investigation into the smuggling of drugs into county detention facilities. The arrests took place on March 21, 2024, during a search warrant operation in the 700 block of Rinaldi in Visalia.

According to the Tulare County Sheriff's Office, the warrant was the result of an ongoing probe into the trafficking of drugs within the county's detention facilities. As a result of the operation, a significant amount of illegal substances and weapons were seized.

Among those arrested were 58-year-old Mary Sandling-Kinser, 23-year-old Arthus Seals, and 31-year-old Kaileen McGarrah, all residents of Visalia. Mary Sandling-Kinser is facing charges related to possession of narcotics for sales, maintaining a place for the sales of narcotics, and conspiracy to commit a crime with two or more people. Arthus Seals is charged with possession of narcotics for sales, maintaining a place for the sales of narcotics, possessing a firearm while in possession of narcotics, conspiracy to commit a crime with two or more people, and possession of a loaded stolen firearm. Kaileen McGarrah faces charges of possession of narcotics for sales, maintaining a place for the sales of narcotics, smuggling narcotics into a California jail, and conspiracy to commit a crime with two or more people.

During the operation, authorities seized four guns, 255 grams of cocaine, 137 grams of methamphetamine, 22 grams of fentanyl, and approximately one pound of marijuana.
